GERMANY: RESPONDING TO THE ENERGY CRISIS BY REDUCING AND EXEMPTING HOUSEHOLD PHOTOVOLTAIC TAXES

The German government continues to address the energy crisis by implementing tax breaks and measures to support small solar systemThe tax relief is aimed at supporting PV systems under 30kW.

The new rules plan to start in early 2023, and any solar system operating on a single-family residential or commercial property with an output of up to 30kW will no longer be required to pay any income tax on the electricity generated.

It is reported that the German government approved the measure in the 2022 annual tax bill, and this exemption also applies to residential users and mixed-use properties with 15kw solar systems.

In addition, the import purchase and installation of photovoltaic systems and energy storage systems will no longer be subject to value-added tax (VAT). A prerequisite for this is that the system is installed on or near private homes and apartments, as well as public buildings and other buildings used for activities of public interest. Owners of self-consumption PV systems that generate up to 30 MWh of electricity annually will be eligible for this exemption, as long as the installed capacity is lower than 30 kilowatts.
